Derailing NASA

In 2004, Bush announced plans to return to the moon by 2018 and land a man on Mars. While honorable goals, in reality, Bush's plan forced NASA to focus their limited budget on a quixotic plan, diverting funding from research. When it finally became clear that Bush would be unable to fund the moon and Mars missions as promised, NASA's already thin budget was wasted on a project that would never see the light of day. All this at the cost of practical missions, which were scrapped or delayed.
